Overall Scope of Work:
The staff shall perform the functions of a Procurement Officer for projects funded by the Government of the Philippines (GOP) and/or International Funding Institutions (IFIs) from pre-procurement stage up to contract award. He/She will be under the general supervision of the PPMD Chief and will do other related tasks that may be assigned.
Specific Responsibilities and Tasks:
a. Ensure compliance with applicable procurement laws and other existing rules and regulations in every transaction assigned, which shall include the following tasks among others:
a.1) Check RIS/PR for completeness of specifications and necessary supporting documents;
a.2) Provide technical assistance (TA) to end-users through preparation of memorandum of RIS Action Slip and/or personal discussion, among others, explaining the requirements pursuant to procurement law (R.A. 9184 and its Revised Implementing Rules and Regulations), Government Accounting and Auditing Rules and Regulations, and other applicable existing guidelines;
a.3) Prepare bidding documents/ Request for quotations/ Request for Proposals,
explore market/ service providers, invite and encourage bona fide Suppliers/
Service Providers/ Consultants to participate in the procurement transaction
at hand;
a.4) Attend to pre-procurement activities, pre-bid conference, contract negotiation
agreements and other procurement activities;
a.5) Secure valid quotations and endorse to the Bids and Awards Committee
(BAC) or Purchase Committee for evaluation or deliberation prior to
awarding of contract;
a.6) Prepare contract/purchase order (PO) in accordance with prescribed forms
and templates;
b. Prepare communication and general correspondences and other forms required by International Funding Institutions (IFIs), and other stakeholders;
c. Prepare technical, periodical or day to day reports, memoranda, letters and other correspondences related to any transaction managed, when required;
d. Ensure that all transactions are properly documented, file copies are properly and systematically maintained or turned-over to records in-charge;
e. Prepare response to COA Audit Observation Memo (AOM)/Findings on transactions processed;
f. Attend to consultation meetings with World Bank (WB), Asian Development Bank (ADB), and other financing agencies;
g. Does other related tasks that may be assigned from time to time by the Division Chief.
Qualification Standard:
• Bachelor’s degree, preferably in management, law, engineering, or information technology;
• At least 2 years of relevant experience;
• At least 4 hours of relevant training (with procurement training is an advantage);
• Knowledgable on RA 9184 and its IRR ( with knowledge on foreign procurement laws/ guidelines is an advantage)

GENERAL DESCRIPTION:
The Administrative Officer V (AO V) will be assigned at the BAC Secretariat as a focal person for competitive bidding procurement of goods/ services, civil works, and consulting services, for local and foreign-funded projects.
He/She shall be responsible for an organized and systematic BAC meetings and other procurement-related activities mandated by law and guidelines. The AO V shall ensure strict compliance with regard to the requirements of law and the applicable guidelines; and to monitor and record procurement milestones.
He/she will report to and shall be directly under the supervision of the Head of the Secretatiat.
SPECIFIC FUNCTIONS/ TASKS:
1) Ensure that the conduct of pre-Procurement Conferences, Pre-Bid Conferences, Bid Openings, and other related procurement activities of the DSWD Bids and Awards Committees (BAC) are in accordance with the provisions of RA 9184 and its IRR, as well as the procurement guidelines of international Financing Institutions (IFIs), if applicable, through the conduct of the following activities, among others:

a) Post invitation to bid (ITB) and bidding documents in the PhilGEPS and DSWD websites, and in conspicuous places at the Department premises, and ensure advertisement in the newspaper of general nationwide circulation, when applicable;
b) Organize and make all necessary arrangements for BAC meetings and conferences;
c) Prepare and issue on time the necessary Supplemental/Bid Bulletins;
d) Assist the BAC, the Technical Working Group (TWG), or the end-users during bid evaluation and/or post-qualification;
e) Prepare procurement correspondences and resolutions for the BAC; and
f) Assist the BAC in the management of the procurement processes.

2) Ensure that all procurement documents are in accordance with the prescribed templates and forms through the following activities, among others;
a) Review and finalize bidding documents for distribution and sale to prospective bidders;
b) Monitor procurement activities and milestones using the Procurement Monitoring Report (PMR) and the Agency Procurement Compliance and Performance Indicator (APCPI) System; and
c) Prepare and submit periodic reports to the BAC Secretariat Head and the BAC Chairperson, including other oversight agencies/ authorities (e.g. World Bank, Asian Development Bank, Government Procurement Policy Board- Technical Support Office, etc.)

3) Assist the BAC in the preparation of recommendations or resolutions to respond to motion for reconsideration (MR) through research and study of existing law, guidelines, and issuances.

4) Provide assistance to end-users and other stakeholders in the area of BAC-related concerns.

5) Perform other related functions as may be required.
Qualification Standards:
• Bachelor’s degree, preferably in management, law, engineering, or information technology;
• At least 3 years of relevant experience (e.g. government procurement or financial services)
• At least 8 hours of relevant training with procurement, budgeting, finance, and similar related trainings
• Knowledgable on RA 9184 and its IRR. An experience or knowledge in foreign procurement laws or guidelines will be an advantage ( e.g. World Bank, ADB, etc.)
