2012 National Music Competitions for Young Artists

The National Music Competition for Young Artists (NAMCYA) Foundation, Inc. in cooperation with the Department of Education (DepEd), National Commission for Culture and the Arts (NCCA), Cultural Center of the Philippines (CCP) and the Commission on Higher Education (CHED), announces the holding of the 2012 National Music Competitions for Young Artists (NAMCYA) with the theme "Diwa ng Kabataan, Ipagbunyi sa Musika't Sining na Yaman" on November 20-25, 2012 at the CCP, Roxas Boulevard, Pasay City.

As per Presidential Proclamation No. 25, s. 1998, every last week of November of each year has been designated as National Music Week in which the NAMCYA competitions are the main focus of the celebration.

The instrument competitions with their corresponding categories are as follows:
  • Choir, Category C;
  • Dance, Senior Ballet;
  • Piano Category, A-2;
  • Solo Rondalla Instruments: Banduria, Laud, Octavina and Piccolo, Categories A and B;
  • Voice, Category B;
  • Guitar, Category B; and
  • Traditional Music Ensemble, Category B (Categories are defined by age group: Category A-elementary, Category B-youth, and Category C-collegiate or adult)
The Competitions will have the following three (3) phases:

Phase I

The Regional (Video) Competitions (Eliminations) Level is accomplished by the submission of an Application Packet containing specified documents with an acceptable video (VCD or DVD) in mpeg-2 format of the contestant's audition performance to the NAMCYA Secretariat on or before July 25 for all instruments, except Traditional Music Ensemble which is due on or before September 29, 2012. Those who will successfully pass this round shall be called the Regional Winners for all instruments except in the Traditional Music Ensemble. For the Traditional Music Ensemble Competition, the qualified groups shall be declared National Winners in this level.

Phase II

Regional Center Competitions (Semi-Finals) will be held from September to October 2012 to be participated in by the Regional Winners. The winners of this round are called Regional Center Winners. Venues for the second round are as follows:

Phase III

The National Final Competitions shall be held at the CCP during the NAMCYA Week when the Regional Center Winners shall compete for the top prizes. The National Winners of the Traditional Music Ensemble Competition shall be presented in a concert while all other National Winners shall perform in a culminating Concert of Winners on the last day of the celebration.

The Handbook of Competition Rules and Regulations with the enclosed application forms and posters will be available on or before May 15, 2012 in hard and soft copy formats at the DepEd regional offices and the Office of the NAMCYA Secretariat.

Expenses incurred by the supervisors, teachers and participants in the Regional Center and National Final Competitions shall be charged to local funds, regional/division/school, parent-teacher association (PTA), Special Education Fund (SEF) and other sources and grants, subject to availability and the usual accounting and auditing rules and regulations.

The regional directors (RDs), assisted by their regional and division supervisors as coordinators are hereby designated heads of the corresponding NAMCYA Regional Committee to oversee the selection and training of participants in their respective areas, as well as to assist the selected contestants in the preparation and validation of the necessary documents for the Application Packet. The NAMCYA National Secretariat shall organize and coordinate at the national level.

The designated regional NAMCYA coordinators shall be authorized to attend meetings which may be called upon by the NAMCYA National Secretariat on official business.

At the Regional Center Competition Level (Semi-Finals), the concerned regional coordinators are requested to identify and select not more than sixty (60) students from the nearby Special Program in the Arts (SPA) schools or public secondary schools offering Music or Dance Program to attend the competition and to participate in the subsequent clinic/workshop which will be held on the same day. Snacks and lunch will be provided at the abovementioned workshop and shall be charged to OSec funds subject to its availability and the usual accounting and auditing rules and regulations.

The NAMCYA Secretariat shall provide subsidies to each of the duly appointed regional coordinator to assist, at their discretion, contestants in the preparation and submission of their Application Packets and additional financial support as needed. In addition, the NAMCYA shall provide subsidies to cover operation expenses at the regional center venues upon submission and approval of the corresponding budget. All subsidies shall be subject to the availability of funds and accounting and auditing rules and regulations of the NAMCYA's funding agency, the National Commission for Culture and the Arts (NCCA). The liquidation report of financial support should be submitted to the NAMCYA Secretariat on or before October 19, 2012.

The Assistant Secretary for Programs and Projects will represent the Department as ex-officio member of the NAMCYA Board of Trustees, while the Special Programs and Projects Office (SPAPO) wi11 serve as the DepEd National Secretariat/Coordinator.

The SPAPO shall be allowed to attend, monitor, and oversee the DepEd's participation in the scheduled NAMCYA meetings, Regional Center and National Final Competitions. Travel allowances and per diem of the DepEd National Secretariat members shall be charged to OSEC funds subject to its availability and the usual accounting and auditing rules and regulations.

The RDs, Schools Division/City Superitendents (SDSs), heads of public and private schools are requested to submit to the SPAPO, DepEd Central Office, Pasig City a copy of the report of their participation in this project.
