Philippine Business Registry
The PBR is a government-initiated project that integrates the services of all agencies involved in business registration, such as the DTI, Securities and Exchange Commission (SEC), Bureau of Internal Revenue (BIR), Social Security System (SSS), Pag-IBIG Fund, PhilHealth, Local Government Units (LGUs), and other permit/license-issuing agencies to facilitate business registration.The time for long queues and endless period of waiting for business name registration, hopefully, will soon be a thing of the past in the Philippines. The Department of Trade and Industry (DTI) is planning to launch next week its online business registration portal, called Philippine Business Registry or PBR.

The Web-based system would first serve as a one-stop shop for transactions involving national government agencies, except those that involve most LGUs. All processes will be interlinked so that applicants need not physically go to each agency to register their businesses.

For LGUs whose business permit processing system is not yet interlinked with the PBR, applicants still need to get their business permits from the local government where they wish to operate

With fewer steps and easier and faster processing, the DTI said PBR will strengthen government efforts to give the people the quality of service they deserve. This would make the Philippines more attractive to investors and eventually improve its global competitiveness ranking.

The DTI is streamlining business permits registration this year, especially in areas that show potential for attracting more investments in tourism and agribusiness.


It allows applicants to get any one or any combination or all of the following business registration at a single location within 30 minutes:

DTI* Business Name Certificate Number
BIR* Tax Identification Number
SSS Employer's Registration Number
PhilHealth Employer's Registration Number
Pag-IBIG Employer's ID Number
 
*Not applicable if registering through the SEC. The Company Name and the BIR TIN shall be provided to the partnership or corporation upon registration with the SEC.

PBR accepts applications for sole proprietorships and partnerships and corporations. 
How to apply:


SOLE PROPRIETORS
Walk-in application at the DTI Office
   1.   Applicant fills out the PBR application form and submits to DTI Teller for processing.
   2.   DTI Teller secures applicant’s Tax Identification Number (TIN). (If there is an existing
         TIN, PBR will validate against records).
   3.   Business Name (BN) Certificate and Employer’s Registration Numbers (ERNs)
         are processed.
  • A Transaction Reference Number (TRN) is presented to cashier for BN fee.
  • Official Receipt of Payment is presented to the DTI releasing officer for the BN Certificate.
  • Applicant gets SSS, PhilHealth, and Pag-IBIG ERNs from DTI teller. 
  4.   Certificate of Registration or Employer ID can be secured from agencies
        upon presentation of PBR-genarated ERNs.

*PBR applications for sole proprietorship may be done through DTI offices nationwide.


PARTNERSHIPS OR CORPORATIONS
Walk-in application at PBR Kiosk at the Securities and Exchange Commission (SEC) Main Office
   1.    Applicant fills out the PBR application form and submits to the teller for processing.
   2.    Applicant submits photocopies of complete SEC registration documents
          (i.e., SEC registration certificate, Articles of Partnership/Corporation). Original copies
          are required for verification.

   3.   Teller transmits application for employer registration numbers (ERNs) to SSS,
          PhilHealth, and Pag-IBIG and applicant gets PBR-generated ERNs.
 4.    Certificate of Registration or Employer ID can be secured from agencies
         upon presentation of PBR-genarated ERNs.
*Note: Only partnerships or corporations already registered with SEC can apply. New PBR applications for partnerships or corporations may be done through the PBR Kiosk inside the SEC Main Building in Ortigas.
